BACK IN CUBA, MAYBE

Dear Friends,

Cuban President Raul Castro visited China, Vietnam and finally Russia in July. And a French-language newspaper, 'Le Soir,' based in Brussels, Belgium, reports the Russians may have been invited to return to Cuba.

If the report turns out to be true, it will be the first time since the end of the old Soviet Union in 1991. During that period, Cuba was under the direct political direction of the Communist bloc.

Reporting from Havana, the Le Soir correspondent said Russia is considering opening a Navel Base on the Caribbean island near the United States. There was no time table mentioned.

We write about this kind of thing for a reason, our interest in the Caribbean and Latin America.
